Steering wheel rattle from bearing

I'm getting a rattle that I think is coming from within the steering wheel. I think it might be the bearing that I'm holding that is rattling. Am I missing a spring or something in my assembly to stop it from rattling? When it's put back together there is some movement of the chrome horn part which means that it is not appearing to compress the bearing allowing it to rattle.
This is the 1965 250SE cp but I assume the pagoda should be the same.
And thoughts?

Steering coupler is well known to rattle “up” the column when its bushings fail.

Steering coupler was replaced a few years ago but I'll check that thinks haven't changed with it.
