my 69 280Sl Automatic

I have a low idle situation and the engine is running too rich. I've done the Linkage tour many times. The constant Speed solenoid has power but the solenoid rod that should hold the linkage is not holding. There is 12 volts going into the wire terminals. i am assuming this is meant to dampen the linkage when it's idling. This is not a USA spec's system. It does not have the damper at the Venturi connection. I'm in the BBB reading, I seem to have forgotten a lot lately as I've had this car for quite a few years. A bit of advice would be appreciated. Thanks.
