Paint code plate

Is the paint code plate on the relay bracket painted then attached with chrome screws, or painted on the car including the screws?

 From what I can tell on my car it is put on before the car is painted screws included

I think that has been the consensus here on the Forum so far.

I also heard from several restorers in Poland that they found bear/rusty metal under this plate when they removed it during cars restoration on many occasions.
