Tension rod holder bracket

The bracket on the inner fender to which the tension rod holder is fixed desn't look right on my car compared to others I've seen. It looks like a previous owner has just welded a makeshift 'L' shaped piece of metal in place. Is the proper metal bracket still available (i.e. not the holder with the channel in it, but the bracket on which it is mounted)?

Anyhow, the hood on my car won't stay up, even though there seems to be a lot of spring tension in the rod. Is it possible the holder is just worn (it looks like it is)?

Also, when I open the hood fully, the tension rod slips out the other side of the bracket (with the accompanying loud bang as the rod flips back). Other than the fabric strap (which is obviously missing/broken on mine), is there something else that should stop the rod from slipping out the other side when the hood is opened fully?
