Intake Starting Valve - Car Will Not Start

I am a newbie and recently purchased a 1967 250SL.  Car didn’t start when I purchased it, and after installing an electronic ignition it started immediately.  Next project was to replace the starter which I did last weekend, and I also replaced the battery.  Engine cranks now every time, however will not start (it has gotten much colder here in London).  I am still getting a spark, so I don’t think it is an ignition problem.  Which brought me to fuel delivery.  Fuel Pump is working, checked the flow out of the injection pump which seems fine.  I read the Starting Aid Tour in the Technical Manual and followed the instruction to test the voltage going to the Intake Starting Valve and to the Injection Pump Solenoid (I think I have only have the shut off, but checked it anyway).  The Injection Pump has about 10v going to it, but the Intake Starting Valve only getting 3-4v which I assume is a problem.  I checked the relays and cleaned all I could find, although couldn’t determine which one goes to the Intake Starting valve.

Not sure if I am on the right track in getting it started, any help would be appreciated!!

Yours should have the enrichment solenoid on the injection pump. It should activate anytime the starter is engaged.
