Fuel in vehicole

Hello , I noticed that in my data card I have an option code number 665 that says : do not put fuel in vehicle. Do you know what does it mean?

I may be way off but .....I was told that means that the vehicle was to be shipped off by a means where they did not want fuel in the vehicle, to reduce the chance of explosion if it leaked during transport. 

Anyone know for sure.
