what is the function of this is 22mm locknut with a 10mm adjustment bolt?

That is the adjustment for one of the brake bands. The brake bands do wear with time, to the point where there is even a longer internal pin available to compensate for this wear. The BBB gives you the adjustment procedure and specifications.

This is a reverse band adjustment.  If your reverse is working ok, just leave it alone.  Make sure that the 22m lock nut is tight.  Otherwise, to adjust, loosen the 22m nut move the 10mm in until just snug, then back it off 1 3/4 turns and lock it there.
