Placement of foot-operated headlight dimmer switch

Hi--

Does the foot-operated headlight dimmer switch go on top of the carpet, or should I cut a hole in the carpet to accomodate the switch plunger?

Under the carpet with a hole with trimming around it to accommodate the plunger through it.

To clarify, the hole should accomodate the entire switch body and not just the plunger?

 Here is a photo of my original driver's side carpet. Just the plunger passes up through the opening in the carpet
