I believe you are spot on with "Löschdecke", including the translation. So most likely it is a plant in a German speaking country.
In the photo that I posted showing the Sindelfingen plant one can see a similar sign pointing to the location of the "fire blanket" the "Large Fire Extinguisher".

So the picture would have been taken in Germany then, unless MB also had production units in Austria and/or in Switzerland?
