Any idea what this bracket under the bumper is?

Possibly an aftermarket skid plate mount?

This being in California, I will rule out a snow-plow mount! 8)

Maybe it could protect an oil cooler and/or lower radiator tank from coming in contact with high curbs?  How about an a-frame hitch attachment point for flat-towing behind an RV? It might also make a convenient front jacking point for driveway oil changes . . .

How about an a-frame hitch attachment point for flat-towing behind an RV?.

The picture is of insufficient resolution, and in very dark shadow to really get a good idea, but my vote is with Mike Hughes’ suggestion. There were towing attachment points on an old Austin I had once, and then we had a frame made to connect to them just for this towing purpose. Alas, it wasn’t behind an RV it was because the cars were notoriously unreliable, and frequently needed towing.

I am not certain that flat towing a Pagoda is all that great an idea…

I had hoped the owner would be a member and step forward...
