Click on the user name of the person, and on the next screen under their name is a “send pm”.

It seems it would have to be a link to a pic.  If you have pics on Google or Apple or some other sharing service, that helps.

Eric,

To attach a picture click on the member's User Name then click on Profile.

you will see the Members e-mail address. Copy and past the e-mail address then send him a message and use the paper clip in your e-mail account to add a picture.

That is how I would do it.

you are Membership Administrator. You see the e-mail icon for everyone. Regular members only see an e-mail icon for those members who have made their e-mail address visible.

And no, you cannot add an image to a PM, unless it is hosted somewhere else. Or exchange e-mail adresses via PM and continue the conversation via e-mail.
