Alternatively, if the scratches are on the outside ring you can install a leather steering wheel cover.  Wheel Skins has them.  I installed one about 5 years ago and it still looks and feels good.

This leather skin may, actually, work as a protection...

I had my interior guy wrap my wheel in leather to match the interior.

He is pretty good.

I have repaired my steering wheel with Milliput and after that it's sprayed with primer and paint.
