Title: Can Anyone Hep Me Identify This Tag

I was noodling around under my dash when a small yellow tag with a red border and red letters that said
"Minus". And  "an Chassis"
showed up on the driver's side floor.   Can anyone tell me something about it?

It is most likely the grounding wire from the radio.
Is this wire still attached to the chassis somewhere?
