Posting this is probably a shot in the dark. The part is pretty much non-descript, just some sort of bracket. A little unnerving.
I found it lying on the garage floor under the left front part of the engine bay after working on new brake lines off the master cylinder.
Looks a little like the hood strap bracket, but that's not it.

I think its the bit that holds the check-strap to the hood (as in bonnet :) )

It does look like the strap bracket - probably from the previous owner who lost it down the engine compartment, and it's just now finding it's way out to sunshine!

I concur! Neat that it survived with fasteners intact!

It definitely looks like the hood strap bracket. When I removed my hood hinges (for car repaint), I found one of these hood strap plates being used as a shim under the fender-side hinge (you never know: you might have an extra one).

This is a rubber piece found next to the upper end of each front end spring. It's kind of "spout-like". Maybe some sort of drain channel?

Nope. This is the underside of the rubber bumpers which prevent the upper A-arm from slamming into the subframe when the suspension is fully extended.
