Is it possible to buy a new dwell meter in the UK tried ebay but no luck. Many thanks Mike Rutledge

Yes, try Halfords or similar car shop.
You can get a multimeter which will do dwell, rpm, volts, and continuity tests etc.
Gunson do one with a digital readout.

I bought a used SNAP-ON dwell/tach meter on ebay and it doesn't work so I went to SEARS and bought an Actron dwell/tach meter which works well.  This won't help you since you're in the UK.
