Does anyone know what a factory “E” service on a 1971 280SL should actually consist of?

I can't help you with the E service definition, but I can tell you that you have a typo in your VIN.
Incorrect: 113-044-100-21716
Correct: 113.044-10-021716

I have 113 as the "chassis", 044 as a "280SL", 1 is "left hand drive", I'm not to sure about the double 00's, 2 is "automatic trans", not sure about the "1", and the "716" is out of the 830 made for the 1971 model year. Is this correct?

As you'll learn through the link Ralph provided, you don't have a "double 00's". There is a dash between. If this confusion came from your car's paperwork, that is if your VIN is incorrect on your title or registration, it can be difficult to correct. Some people just let it stay incorrect.
