Title: Oil sump pump

There are only few bits left on the engine block.
One of them is the sump pump, well a part of it. Please take a look at the attached pic. This part is not budging, it feels like it’s a part of the block, not the slightest movement.
I’ll appreciate your guidance.

I would try moving it sideways back and forth until it breaks free. Use a rubber hammer so that you don't damage to pump housing. I've had a few stuck ones but eventually, they came loose.

Talking about the stuck one. This pump for sure is.
I assume it is save to use a heat gun on it. Now how deep into the block this assembly actually goes?

Good advice from Dan, rotate it back and forth.
