Title: Injection pump refurbishing adress in France or Europe?

I have some difficulties to start the engine when cold,  ( the engine starts after 10 seconds without throttle and after a first trial of 10 seconds too ) the engine is ok when hot .  i have replaced the 6 sparks plugs, checked the distributor by a mechanic and this one says that the pump needs to be adjusted ( he says also that the "fumes" are very black at the exhaust and the old plugs were black too.
AFAIK  the pump refurbishing is a tricky job , so i'd be very happy to have an adress here in France or Germany  at a professional mechanic for that...!
