Title: Brass washers behind screws on outer chrome rocker panel strips

I am refitting the inner and outer chrome strips that hold the grooved rubber sill strip on.  I noticed when I pulled the outer chrome strips off they have brass washers in behind the chrome strip at every screw hole. What are the brass washers for?
