Title: Fuse box - fuse number 12 missing. 66 230sl.

When I remove the black fuse box cover I notice that my fuse number 12 is missing, and has never been there since I have had the car. (six years)  The paper in the fuse cover says LOW BEAM fuse, but both my low beams work fine. There has never been a fuse in position 12.  Is that normal?

On the 280SL diagram I see fuse No. 12 is left low beam, fuse No. 11 is right low beam.
