My Valve cover vent hose is connected via a fitting that I thought was a PCV valve. I took the fitting off to make sure the PCV valve was working correctly, However it is just a plain old fitting no value. Do these cars need a PCV valve or not?

No they don't. It is vented to an area before the throttle plate so there is no engine vacuum/ need for a PCV valve. Newer cars vent it to the intake manifold, necessitating a valve.

I would still vent it into the throttle valve like is supposed to be. Blow by fumes could be really bad at times and it would most likely be venting near your feet or knees depending on the length of hose used. You will get tired of smelling that quickly enough. :D
