should the clutch arm move freely back and forth when you remove the slave cylinder?

Yes, because it has to move the release bearing!
However do be careful that it doesn't fall off its pivot point! I had this happen to me on another car and only by luck and a lot of swearing I was able to get it back on without taking the box out
