Title: Loosening/Tensioning Belts

Hi All,
I am in the middle of a water pump project.
I can see how the alternator belt is adjusted.
My water pump has a triple pulley with the back two pulleys running identical belts that go around 4 pulleys (AC, water, crank, ?tensioning).  It's not clear to me how to adjust the tension of these two identical belts.  There is a long screw that I can see which is covered at the end by a piece of rubber tubing (anti-vibration?).  Is this the main adjustment point?

You loosen the bolt on the idler pulley so it will pivot.  Then you can turn the long bolt to release/tension.
