Title: metal plate found with vin

I found this metal piece under the driver seat when I took them out.  It looks like it broke off something bigger.  I think Phil said it might be out of the maintenance book?  Can anyone verify what this is? Is it common to have this?

Windshield plate. ;)

Located on the inside of the left A-pillar padding on US cars only (from a certain VIN onwards), visible (for the cops) through the windshield.

Try to upload a pic later tonight.
