the warm up device has a new thermostat and does shut off when cold but my proble is the cold idle is at 800rpm would removing the shims at the base make it more rich even when hot or just during warmup?

Hi Erick,
I think you mean the warm up device shuts off the air supply when warm not cold.
You have the 1971 version of the emission control system. There is a low coolant temperature switch located in the block on the fuel injector pump side of the engine. When the engine is below 62 degrees F the switch should be closed. When this switch is closed vacumm pressure is released, by the two way valve, on the distributor and timing retard is removed. This creates quite a rpm pickup when the engine is cold. You can simulate this action by jumpering the low coolant switch wire to ground. My switch is broken in the open mode as I suspect many others are.

I removed one shim from the bottom of the thermostat housing about three years ago, in order to lean out the mixture across the entire range when the engine is warm. This I did on the basis of information from the old Yahoo! site. My car runs close to 850 RPM when the engine is cold OR warm, there is not very much difference. I don't think having it at 800 is a bad thing, unless it has a tendency to stall.
