Hello Bruce,

Here is a picture of the injection pump front end.  The movement of the  injection pump rack can be checked for ease of movement. Get back with us on the results.

Joe - and, everyone else who sent suggestions and encouragement:

Well, dodged a bullet !!

Went in and manipulated the rack (tenderly, at first) and it springs back to the return position
nicely. I appreciate all of the advice and the photo to help me understand the system !!

New gas tank enroute, fuel pump has been rebuilt, putting new rubber fuel lines lines in, changed all fluids including
the oil in the injection pump, new filters including injection pump filter, new spark plugs preceded by a squirt of Marvel Mystery Oil into each cylinder, new battery -- and I think I will be set to try to start the engine soon.

Any other steps I should take for a car that has sat far too long ?  (like 5-6 years)  Will check brakes, etc too ...

There is a lot of information on the site about awakening a car that has been stored for some number of years. Use the search function and you will be able to explore quite nicely.
