Has anyone seen or fixed this problem?

If I am reading the Haynes manual correctly then fuse 3 is for accessories etc, so you will have to
trace the wire from the fuse box. If you remove fuse 3 the car should operate ok.
(Unless you have an Auto, see Peter's reply)

It typically means you have a short somewhere. If it develops suddenly, often an insulator has failed (due to heat, old age or lack of adhesive). Have a look here: http://www.sl113.org/wiki/Electrical/Troubleshooting
Fuse 3 is the control circuit for the Automatic Gearbox (see http://www.sl113.org/wiki/Electrical/Fuses) and the diagram here: http://www.sl113.org/wiki/Automatic/Start . Look for a short around the "double acting solenoid" and the +ve feed to the idling switch on the throttle body.
