I just put the steerinfg wheel back on...the horn ring apears to be loose. it rattles a little bit. It does honk the horn when you push it. What am I missing?

The horn has three small rubber bushings that prevent the rattling and keep it firm when you put the black cover back on the steering wheel. You need to play around a bit to see which rubber is work or missing.

The horn contactor plate has a cam adjustment to adjust the clearance between the horn ring and the bicycle bearing that pushes against the horn contact plate.
I have a Nardi wheel instead of the stock wheel or I would take pictures.
OK so I went out and took pictures any way
The top photo shows the adjustment for the horn switch clearance. Take loose the nut and rotate the slotted bolt with a screwdriver to move the plate in and out
Ignore the green wire soldered to the bicycle bearing, that is a modification I made to make the my horns work with a Nardi wheel.
the photo of the back of the switch shows the eccentric on the back of the adjusting screw and the three wedges that move the plate in and out when the slotted screw is turned.
