After cleaning the cowl vent filter and removing some leaves and bugs from around the openings to the drain tubes, I realized that I can make sure that debris doesn't get near the drain openings by blocking the openings at each end of the cowl intake. I used foam cut to shape with a little dab of weatherstrip glue. Does not interfere with servicing the filter or flap rotation. Hopefully now all debris with stay on top of the filter for easier removal.

Bob, I assume that, with the cowl flap open, all air must now pass thru the cowl filter in order to get into the left and right "ducting" that lead to the louvred vents. Before, air could go left or right above the filter to get there. This probably cuts down on the volume of air getting to those vents, but for me it makes no practical difference.
