Throttle Shaft at Firewall Removal

I am in the process of replacing my brake lines. The brake line that runs from the right front wheel goes through the fender well and through the engine bay along the firewall underneath the throttle shaft and on to the master cylinder. The line is held to the firewall by 2 clips that wrap around the line and screw into the firewall. I cannot get to the screw on one of the clips because it is behind the throttle shaft. Ugh!

What is the best way to get to it? Do I have to remove the shaft or can it be loosened and lifted up to get to the screw? It only has to move like 1/2" up. I don't want to create any problems  with my throttle linkage.

Any tips from those that have replaced that brake line?
