Title: Chrome plated bumper plugs what are they?

Does anyone know what would have been mounted in the holes now pluged by chrome buttons on the front bumpers (66' 230)?  There is one on each front bumper centered between the license bracket and each end.  I have seen this once before on a 250.  They don't look like they would have been from bumper guards.  They are only on the front bumpers and not on the top and bottom but centered forward facing.

Could have been from any number of after-market items, including fog lamps; driving lamps (auxiliary headlamps) or bumper over-riders.  I've seen a few "editions" of wildly oversized bumper guards that are not factory.

   I am still awaiting results from the inspection but am hopeful.
