No power on start up

I have completed a complete restoration (2 years) on a RHD 280 SL, engine rebuild, injection pump rebuild (Germany), new injectors etc, car runs strongly, linkages all set properly, car idles smoothly, CSS operates properly, car starts perfectly, except when started up from cold engine will only power car at a fast run, and  in neutral engine will not rev freely, once car is warmed up say 2mins max, performance normal. WRD was also overhauled new filter etc (not sure if washers were altered, device is sucking air strongly on start up), car doesn't stall just complete lack of power when stone cold. Symptoms appear to be lack of extra fuel required at start up, could WRD be far too weak?
Any suggestions?

Did you try to do the split-linkage test with the engine still cold (so being able to tell whether low on air OR fuel)?

Thank you for the suggestion, I haven't done a test, I couldn't see any reference to split linkage tests in the technical Manual, you wouldn't happen to know which section its located?
I noted that the car was left for 4 hours and when restarted it didn't play up, seems to be intermittent.

Perform the split linkage test as suggested. If the symptoms are a lean condition it is possible the rack in the injection pump is sticking. How long ago was the IP rebuilt? If it sat on the shelf for an extended period of time it may be hanging up. It may just need to be exercised.
Another possibility is the WRD was not set up properly. There may not be enough extra fuel during warmup.

The pump sat for 4 months or so,  so pump could be sticking, I will now do the split linkage test, however car runs fine at speed and the only issue is when the engine is cold it gives the impression of not getting a rich enough mixture, as soon as its even partly warmed up its off like a rocket, if its not warmed up it will only rev up to 2000 even on full throttle stationary, and if you try to drive off it will only go at a fast walking speed (v embarrassing on the open road)
